a measurement-based handicap rating system that is subject to performance-based modifications. The rating is based on a boat’s hull, her rig and weight measurements, her sail inventory, and the results of a velocity prediction program (VPP), a complex computer program that predicts a specific boat’s performance over a range of wind speeds and sailing angles. Her rating may be modified as a result of the boat’s actual performance. US Sailing is the IRC Rule Authority in the United States. In the United Kingdom, the Royal Ocean Racing Club’s ratings office administers the ratings. The initials IRC do not expand to individual words.
